On July 22, 2025, the home of Dora Roblero, director of the Fray Bartolomé de Las Casas Human Rights Centre (Frayba) in San Cristóbal de las Casas, was raided by unknown individuals. After months of these attacks, measures taken to protect her are deemed inadequate.

Urge the General Secretariat of the State of Chiapas and the Undersecretary for Human Rights, Population and Migration to implement all necessary protective measures for Dora Roblero and the members of Frayba.

Dear Undersecretary for Human Rights, Population and Migration,

I am deeply concerned about the attacks against Ms. Dora Roblero, director of the Fray Bartolomé de Las Casas Human Rights Center (CDH Frayba), which took place on July 22, 2025. According to information received by Amnesty International, on that day, when Dora arrived home, she found the front door had been forced open, amongst other signs of a break-in. She immediately activated emergency measures through the Mechanism for the Protection of Human Rights Defenders. However, according to Dora Roblero, the response has been slow and ineffective.

The Frayba Human Rights Center has reported more than 60 incidents, including harassment, intimidation, and surveillance against members of the human rights organization over the past year. Despite this, the Frayba Human Rights Center reports that the Mexican authorities have not yet provided all the protective measures they had agreed upon, nor have they investigated the attacks. Although some of the protective measures determined by Mechanism for the Protection of Human Rights Defenders have been implemented since those incidents, key actions to ensure the security of Frayba’s offices remain pending. This gap significantly undermines the effectiveness of the measures.

We demand that the Mechanism for the Protection of Human Rights Defenders and Journalists fully comply with the security plan put in place to ensure the safety of Dora and the members of the Fray Bartolomé de Las Casas Human Rights Center (FrayBa), and that a collective approach be incorporated into subsequent assessments while authorities develop a thorough investigation into these attacks in order to bring those responsible to justice.
