On May 3, 2026, the Gaitanista Army of Colombia (A.K.A. Gulf’s Clan) published an intimidatory statement against renowned human rights defense organization and think-tank Popular Research and Education Center – CINEP. Far from being an isolated event, this was at least the second time the Gaitanista Army of Colombia publicly intimidated and stigmatized CINEP in recent months.

Call Colombian authorities to take measures to protect CINEP and its staff.

Sample Letter

Dear Mr. Director,

I am concerned about the safety of the Popular Research and Education Center / Programme for Peace (CINEP/PPP), a human rights defense organization and think-tank based in Bogotá, Colombia. On May 3, 2026, the Gaitanista Army of Colombia released a public statement intimidating CINEP/PPP and its deputy director, Juan Pablo Guerrero, after he commented on the methodology of a mechanism and territorial impact of a mechanism monitoring negotiations between the group and the Colombian government.

As the Ombudswoman’s Office later noted, these threats violate CINEP/PPP’s right to defend human rights and put staff at risk.

I urge you to complete the risk assessment promptly and provide comprehensive collective protection measures in consultation with the CINEP/PPP that reflect and fully address their specific risks as human rights defenders.
