Amnesty International gathered and analyzed information and evidence about the deaths of 377 protesters and bystanders who lost their lives during the Woman Life Freedom uprising.
In this document, Amnesty International lists their names, together with information on the location and date of their deaths, as well as photographs where available. Amnesty International honors the memory of protesters and bystanders whose lives were brutally cut short during the Woman Life Freedom uprising and their aspirations for a future of dignity, freedom and equality in Iran. It stands in solidarity with their families, loved ones and all survivors in pursuing truth, justice, reparation and guarantees of non-recurrence.
As part of its efforts to secure justice and address the crisis of impunity in Iran, which has fueled recurring atrocities, Amnesty International is calling on the UN Security Council to refer the situation in Iran to the Office of the Prosecutor of the International Criminal Court and on the UN General Assembly to create an international criminal justice mechanism for Iran, aimed at prosecuting those most implicated in crimes against humanity.
Iranian authorities committed crimes against humanity to crush the Woman Life Freedom uprising between September and December 2022.
They unlawfully killed hundreds of protesters and bystanders, including children, and persecuted their families. They subjected thousands more to arbitrary detention, enforced disappearance or torture or other ill-treatment, including rape and other sexual violence. Amnesty International has mapped the chains of command behind these crimes and identified 87 officials who should be the subject of criminal investigations.
Amnesty International’s research involved interviews with 270 people and analysis of over 2,000 videos and extensive documentary evidence, including official statements, leaked official documents, court and forensic records.
Impunity for the crimes against humanity in 2022 paved the way for more atrocities, culminating in the massacre of thousands of protesters by security forces on January 8-9, 2026. Any further delay by the international community in pursuing international justice dangerously contributes to the normalization of mass protest killings.
