After closely monitoring the situation in Peru, Amnesty International has deployed a specialized crisis response team to investigate serious human rights violations and possible crimes under international law committed in the context of the wave of protests that began last December.
“The world is watching Peru. Given the seriousness of the allegations of human rights violations we are receiving, we have sent our specialized continental crisis response team, which is only deployed in situations of extreme gravity, when there are indications of possible crimes under international law. Our team will investigate human rights violations, with the intention of contributing to the efforts of Peruvian organizations in identifying the alleged criminal responsibility of the authorities, including at the highest level,” said Erika Guevara-Rosas, Americas director at Amnesty International.
To date, at least 46 demonstrators and one police officer have died during the repression of protests and nine more people have lost their lives in events linked to the social crisis in the country, according to Peru’s Ombudsman’s Office.
Amnesty International’s crisis response team will collect testimonies and access documents to corroborate allegations of human rights violations and possible crimes under international law, in order to accompany the victims and demand that the Peruvian authorities guarantee their rights to justice, truth, reparation and non-repetition. In addition, Amnesty International’s Digital Verification Corps is continuing to analyze photographic and video evidence of possible human rights violations.
“We urge President Dina Boluarte to put a stop to the violent repression of demonstrations by the security forces. To resolve the crisis facing the country, her government must focus all its efforts on listening to and genuinely addressing the demands of the population, especially those historically discriminated against because of their ethnic and racial origin. Substantial and structural changes are urgently needed so that all people in Peru can enjoy their human rights and live in dignity,” said Marina Navarro, executive director of Amnesty International Peru.
At the conclusion of its crisis team’s visit, Amnesty International will announce a press conference in Lima where it will present the preliminary findings of its investigation.

Tras monitorear de cerca la situación en Perú, Amnistía Internacional ha desplegado un equipo de especializado en la respuesta de crisis para investigar graves violaciones de derechos humanos y posibles crímenes de derecho internacional cometidos en el contexto de la ola de protestas que empezó el diciembre pasado.
“El mundo tiene los ojos puestos en Perú. Dada la seriedad de las denuncias de violaciones de derechos humanos que estamos recibiendo, hemos desplegado a nuestro equipo especializado en respuesta de crisis continental, el cual únicamente se despliega en situaciones de extrema gravedad, cuando existen indicios de posibles crímenes de derecho internacional. Nuestro equipo investigará las violaciones de derechos humanos, con la intención de contribuir a los esfuerzos de las organizaciones peruanas en la identificación de presuntas responsabilidades criminales de las autoridades, incluidas al más alto nivel,” dijo Erika Guevara Rosas, directora para las Américas de Amnistía Internacional.
Hasta ahora, al menos 46 manifestantes y un policía han fallecido durante la represión de las protestas y nueve personas más han perdido la vida en hechos vinculados con la crisis social que vive el país, según la Defensoría del Pueblo de Perú.
El equipo de respuesta de crisis de Amnistía Internacional recabará testimonios y accederá a documentos para corroborar las denuncias de violaciones a derechos humanos y posibles crímenes de derecho internacional, con el fin de acompañar a las víctimas y exigir que las autoridades peruanas garanticen sus derechos a justicia, verdad, reparación y no repetición. Asimismo, el Cuerpo de Verificación Digital de Amnistía Internacional continúa analizando evidencia fotográfica y videográfica de posibles violaciones de derechos humanos.
“A la presidenta Dina Boluarte le exhortamos a que detenga la violenta represión de las manifestaciones por parte de las fuerzas de seguridad. Para encontrar una salida de la crisis que enfrenta el país, su gobierno debe centrar todos sus esfuerzos en escuchar y atender de manera genuina las demandas de la población, sobre todo de aquellas personas históricamente discriminadas por su origen étnico y racial. Urge realizar cambios sustanciales y estructurales para que todas las personas en Perú puedan disfrutar sus derechos humanos y vivir con dignidad,” dijo Marina Navarro, directora ejecutiva de Amnistía Internacional Perú.
Al terminar la visita de su equipo de crisis, Amnistía Internacional anunciará una conferencia de prensa en Lima donde presentará los hallazgos preliminares de su investigación.
