Senators Urged to Vote Yes on Joint Resolutions of Disapproval and End Arms Transfers to Israel

Amnesty International USA urges the U.S. Senate to pass two Joint Resolutions of Disapproval (JRDs) S.J.Res. 32  to block the sale of D9R and D9T bulldozers and  S.J.Res. 138 12,000 BLU-110A/B to Israel when they come up for a vote this week given the risks that these could be used to carry out human rights violations.

“Amnesty International has continuously and repeatedly provided extensive evidence that Israeli forces have carried out violations of international humanitarian and human rights law as well as U.S. law and policy. This includes Israel’s ongoing genocide against Palestinians in the occupied Gaza Strip, the entrenchment of illegal occupation and apartheid, and attacks on civilians in Lebanon,” said Elizabeth Rghebi, MENA Advocacy Director with Amnesty International USA. “All Senators must urgently take action and vote yes on the Joint Resolutions of Disapproval to prevent U.S. arms and equipment from being used by Israel to commit war crimes, genocide, and other violations of international law.”

For years, Amnesty International has shown how Israeli forces use bulldozers to demolish civilian homes and infrastructure, destroy livelihoods, and displace civilians in the Occupied Palestinian Territory and Lebanon. In the West Bank, the Israeli military forcibly displaced tens of thousands of Palestinians by destroying homes and civilian infrastructure in Jenin and Tulkarem refugee camps. In 2025, more than 1,700 Palestinians were displaced due to lack of permit demolitions in Area C and East Jerusalem, the highest annual total on record since the UN began to systematically document in 2009. Demolitions are typically carried out due to lack of Israeli-issued building permits, which are nearly impossible for Palestinians to obtain. In the Gaza Strip, Israeli forces razed agricultural land and destroyed civilian property as part of its ongoing genocide against Palestinians, which included the expansion of a “buffer zone” and the complete razing of the town of Khuza’a. In southern Lebanon, Israeli forces carried out extensive and deliberate wanton destruction of civilian property and agricultural land rendering entire areas uninhabitable.

Amnesty International has also carried out numerous investigations into Israeli airstrikes, including in Gaza, Lebanon, and Iran. Amnesty analyzed 15 airstrikes across Gaza that are representative of a broader pattern of repeated violations of international humanitarian law by Israeli forces. In all 15 cases, the airstrikes targeted civilian objects such as homes, a church, and a public market, with no military objectives in or near the area; and 12 out of 15 attacks occurred at night or early morning, with massive casualties likely intended and often entire families wiped out. In these 15 airstrikes alone, at least 334 Palestinian civilians, including 141 children, were killed with hundreds wounded. In some cases, U.S. origin weapons were identified, including the likely use of a 1,000 pound bomb in Gaza. Such bombs can throw heavy metal fragments up to 4,000 feet and level small buildings and should never be used near civilians.

“Israeli forces are still killing civilians and still bulldozing farmland and demolishing civilian property. Israel is still blocking lifesaving aid from entering Gaza, where Palestinians are still starving. Families across Gaza are still combing through rubble, while civilians in Lebanon are still being killed and displaced. Despite overwhelming evidence of violations, the U.S. is still providing Israel with weapons,” said Rghebi. “We urge all Senators to put a stop to this by voting yes on these JRDs.”

“Every Senator must take urgent action to ensure that the U.S. immediately suspends the supply, sale, or transfer to Israel of all weapons, munitions, and other military and security equipment,” concluded Rghebi. “U.S. arms and equipment are fueling these violations by Israeli forces. Supporting these Joint Resolutions of Disapproval is essential to ensuring that the U.S. is not providing arms and equipment that will be used to commit violations of international law, including genocide.”
