I think this law is balanced and protects public safety while giving young people a second chance. It imposes a lengthy sentence for serious crimes, and only allows release of an offender if he or she has proven rehabilitation.

It is horrible that California has one of the worst racial disparity rates in the use of this sentence in the nation. In California, African American youth are sentenced to life without parole at 20 times the rate of white youth, and Hispanic youth receive this sentence at five times the rate of white juveniles.
