Title:   MEMBERSHIP EMPOWERMENT THROUGH FLEXIBILITY OF PROCESS

Resolved: Therefore be it resolved that the deadline be moved to four weeks before the respective regional conference.


Implementation: Prior to the passage of this resolution at the April 2002 AGM, Fall 2002 Regional Conference Resolutions Submission forms published with the old September 1 due date had already been distributed to the membership. Consequently, a change of procedures to immediately effect the deadline change as indicated in the decision would be confusing.

Additionally, in accordance with Board procedures, this decision officially takes effect after the Board makes its final review of it and affirms it at their September 2002 meeting. Thus the date change passed in this decision will take effect beginning with the fall 2003 regional conferences.

Once enacted, resolutions for regional conferences will be accepted by the Membership Mobilization Office four weeks in advance of the opening date of each respective regional conference.

Each regional office will announce the dates for its regional conference and the deadline for regional resolutions to members as early as possible. Regions will make copies of the resolutions submission form available to its members.

Regional members of the National Resolutions Committee will be available as advisors in development of resolutions, but their consultation will not be mandatory. A working copy of submitted resolutions will be immediately forwarded to regional conference planning committees for scheduling purposes. The National Resolutions Committee will then work with Membership Mobilization to prepare background, arguments for and against. Regions will electronically distribute resolution text and background at least one week prior to the conference.
