Group 139 is one of the few Amnesty groups whose members are drawn come from the college campus and the local community. Students from the campus of the University of Wisconsin - Madison comprise a large portion of the group's membership. The Madison Amnesty group which has been active since 1978 is currently working on behalf of Mohamed el Gharani, one of the first enemy combatants transferred to Guantanamo Bay.
