CONTENT: This is a report of the Council of Europe's 60th Teachers' Seminar on Citizenship Education in Secondary Education. Participants came from 16 member states. The main subject of the seminar was one of the most pressing problems facing European education today, namely that of developing approaches to education for citizenship which encourage tolerance and respect for justice and human rights and encourage positive attitudes towards participation in the democratic process. It was clear from the seminar that provision for citizenship education across Europe is patchy, fragmented and highly variable with countries adopting markedly different approaches to this subject. Almost everywhere there is a gap between the rhetoric of official policy and the reality in the schools where it is generally badly provided for in terms of curriculum time, resources and in-service training support. The seminar therefore provided an invaluable opportunity for sharing of experiences and enabled the participants to examine more objectively their own needs and priorities.

CONTENT: This book is the result of a joint venture between the IIDH and the General Directorate for Human Rights of the Ministry of Justice and Labour in Paraguay. It is intended for primary school teachers and aims to equip them with methodologies to enable them to analyze and overcome problems they might face in introducing human rights into the school curriculum. It examines the curriculum from a human rights perspective and then looks at various teaching methodologies used in Paraguay. Using this analysis it then develops specific criteria for identifying the problems teachers may face in educational institutions. It then outlines a proposed model for analyzing these problems, using specific examples from Paraguayan life to show how the model can be applied in practice. The final part examines the curriculum in relation to national culture and examines how a human rights curriculum can be harmonized with the reality of the cultural diversity of Paraguay.
