Issue Brief: Getting to the Truth about Torture through an Independent Commission of Inquiry

This issue brief outlines Amnesty International's call for President Obama and Members of Congress to establish or support an independent commission of inquiry into torture and other human rights violations committed by the US government and contractors in the "war on terror." The US government is required by international law to respect and ensure human rights, to thoroughly investigate every violation of those rights, and to bring perpetrators to justice, no matter their level of office or former level of office. Victims of human rights violations have the right under international law to access to remedy and reparation. In addition, there is a collective and individual right to the truth about violations.
