How was the death penalty abolished?

The U.S. Supreme Court nullified the D.C. death penalty law in 1972. In 1981, the law was also repealed by the D.C. Council (source: Rene Sanchez, "Some in D.C. Clergy Fight Death Penalty Measure," The Washington Post, Sept. 26, 1992.
